 Workplace Safety Health Performance Award - WSHPA Audit

The Performance Award gives recognition to companies or organisations that have performed well in safety and health through the implementation of sound safety and health management systems. This Award is opened to all industries and both large and small companies.

The objective of this audit is to assess organization’s compliance to elements of Health Management Systems and also check whether organization meets criteria to attain award.

The audit methodology includes document review, site inspection and interview of key personnel. The audit shall be conducted by MOM Approved WSH Auditors employed by MOM Approved WSH Auditing Organization.

 Safety Health Award Recognition for Projects - SHARP Audit

The SHARP Award recognises projects or worksites that have good safety and health performance and workplace safety and health management systems. This includes large-scale projects that mobilise significant manpower and have shown their ability to manage WSH on a project-level. Examples of winners of this award would be shipyards’ projects, construction worksites and large workplaces within an organisation.

The objective of this audit is to assess organization’s compliance to elements of Health Management Systems and also check whether organization meets criteria to attain award.

The audit methodology includes document review, site inspection and interview of key personnel. The audit shall be conducted by MOM Approved WSH Auditors employed by MOM Approved WSH Auditing Organization.

 Business Under Surveillance Programme - BUS Audit

BUS Programme means “Business Under Surveillance” Programme. The objective of BUS Programme audit is to audit the effectiveness of Safety & Health Management Systems for those organizations which are under BUS Programme from Ministry of Manpower and ensure that organization have implemented all corrective actions to close the gaps so as to get released from BUS Programme.

The audit methodology includes document review, site inspection and interview of key personnel.

Corrective Action Plans taken shall cover the following:

  Risk Management Implementation for Hazardous Operations

  nalysis of Past Accidents and Non-Compliances and Proposal of Preventive Measures

  Set Up or Update WSH Management System

  Onsite Observations and Proposal of Preventive Measures

 Risk Management Award Audit

  The objective of Risk Management Audit is to assess organization’s compliance with WSH (Risk Management) Regulations and bizSAFE Level 3 Requirements.

  This audit is applicable to those organizations who are going for bizSAFE Level 3 and bizSAFE STAR recognition.

  The audit will be conducted by MOM Approved WSH Auditors employed by MOM Approved WSH Auditing Organizations. The audit covers document review, site inspection on verifying implementation of risk control measures and interview of key personnel. Documents such as training certificates, OHS Policy, risk assessment procedure, risk assessment report, safe work procedure and related communication records will be checked during the audit.

IMPARTIALITY AND CONFIDENTIALITY POLICY

For the use of the auditing organisation's name and mark or logo, prior approval shall be obtained from EHS Universal Pte Ltd.(EHSU)

We recognize the importance of impartiality and confidentiality in carrying out management system auditing through highly competent auditors to ensure the objectivity and confidentiality of its auditing activities.

We ensure all audits are conducted impartially and all clients records and information are managed confidentially and secured;

  We shall feedback or declare any situation that may have a conflict of interests.

  We shall not allow commercial, financial or other pressures to compromise impartiality.

  We shall manage all information and records, obtained or created, confidentially and secured

AUDIT OBJECTIVES:

To provide independent and impartial audits that give all stakeholder confidence that our auditing activities are competently and objectively delivered with high confidentiality and integrity

CONFLICT OF INTEREST

Only conflicting issues directly related to the scope of audit shall be considered as conflict of interest and the following cases apply:

Examples of conflict of interest:

  The same person / Auditing Organization develops the corporate SHMS (including IMS) and conducts SHMS audit for any projects or at corporate level

  The same person / Auditing Organization develops corporate QMS/EMS and conducts SHMS for the project; or

  An Auditing Organization provides a WSH officer for Project A of ABC organization and conducts a SHMS audit for Project B of ABC organization;

  An Auditing Organization is part of a parent organization and the parent organization is audited by the Auditing Organization;

  An Auditing Organization audits a subsidiary of the same parent organization as the Auditing Organization though the subsidiary has influence over the decision making process of the Auditing Organization;

  The same person / Auditing Organization provides WSHO consultancy and conducts SHMS audit for the same project;

  An Auditing Organization provides WSH officer(s) to the same organization;

  The management of the Auditing Organization (including directors and shareholders) is part of or whole of a consultancy organization (including managerial capacity) which provides management systems consultancy and auditing to the same organization.

A recognized mitigation of this threat is:

  Personnel / Auditing Organization shall not be used to conduct the audit for a minimum of two years following the end of the consultancy of the corporate QMS/EMS, or

  Personnel / Auditing Organization shall not be used to conduct the audit for the duration of the project where consultancy was provided.

In order to ensure that there is no conflict of interest, personnel including individual external auditors who have provided management system consultancy to the organization and including those acting in managerial capacity, shall not be used by the Auditing Organization to take part in an audit if they have been involved in providing management system consultancy to the organization for the past 2 years. The Auditing Organization shall not provide auditing services to a organization if any of the Auditing Organization's external auditors:

  is currently employed by the organization on contract of service or contract for service; or

  has been involved in providing management system consultancy of the organization for the past 2 years.

Audit Process

STEP - A : APPLICATION BY APPLICANT ORGANIZATION

Applicant organization submit the request for quotation for auditing service. Information to be provided by applicant organization:

1.  Relevant details of the applicant organization, including its name and the address(es) of its site(s), its processes and operations, human and technical resources (total manpower), functions, relationships and any relevant legal obligations;

2.  The desired scope of the audit;

3.  The standards or other requirements for which the applicant organization is seeking auditing services;

4.  Identification of outsourced processes used by the organization that will affect conformity to requirements;

STEP - B : APPLICATION REVIEW

Upon receiving the application from the applicant organization,EHSU will conduct a review of the application and supplementary information for auditing to ensure that

1.  Any known differences in understanding between EHSU and the applicant organization is resolved;

2.  EHSU has the competence and ability to perform the audit activities;

3.  After reviewing the application, EHSU will inform the applicant organization's authorized representative formally through email, whether the application has been accepted or declined. Where the application is declined, the reasons for declining the application shall be documented and made clear to the client.

4.  The site(s) of the applicant organization's operations, time required to complete audits and any other points influencing the auditing activities are taken into account (Environment, language, safety conditions, threats to impartiality, etc.).

5.  If the application is accepted, EHSU will determine the number of auditors for the audit, the competences needed to be included in the audit team and the audit duration (based on Annex 2 to Appendix 1 of CT 17).

STEP - C: DETERMINING AUDIT TIME

The minimum time for conducting an audit will be determined in compliance to the requirements stipulated in below table as per Annex 2 to Appendix 1 of CT 17.

STEP - D : AUDIT PLAN

An audit plan is established by Designated Auditors for each audit to provide the basis for agreement regarding the conduct and scheduling of the audit activities. The audit plan will be communicated, and the dates of the audit agreed upon, in advance, with the client.

STEP - E : SITE / PROJECT AUDIT

1.  Audit Preparation;

2.  Conducting the opening meeting;

3.  Familiarization Tour of Project Site.

4.  Communicating during the audit;

5.  Collecting and verifying information;

a.  Review of Documents / Records

b.  Physical Inspection of Project Site

c.  Interview of Key Personnel including workers and sub-contractors

6.  Generating audit findings;

7.  Preparing audit conclusions;

8.  Conducting the closing meeting;

STEP - F : AUDIT REPORT AND TESTIMONY

A written report and testimony will be provided to the client for each audit conducted within the time frame.

Additional information requested may be approval at the discretion of. For complaint received, EHSU will evaluate the complaint and take necessary action(s) to address the complaint. EHSU will feedback to the complainant on the action(s) taken.
